CPA and Master in Business Administration from the University of Colima, obtaining the Peña Colorada Award. He has participated as an internal auditor at various levels of the Federal and State government.
He has been a Full-time Professor, Regional delegate at Colima Campus, General Administrative and Financial Coordinator, Secretary of Management and he is currently the chancellor of the University of Colima.
He is the president of the Consortium of APEC Research Center; member of the Executive Council of the National Distance Education; Chairman of the Awards Committee at the West Central Region of ANUIES; head of the State Coordination of the Support Grant Program; Deputy President of COEPES Colima. In addition, Head of the operating instance of the SCT program, Mexico Connected, in the State of Colima, and member of the Colima State transplant board.
He is the Honorary President of the People's University of Colima AC Foundation, and Honorary Member of the Jorge Humberto Silva Ochoa AC Foundation in recognition of his merits in the academic, technological, cultural and social fields of the Leading Academic Institution in Colima. He has been the organizer of various national and regional meetings in coordination with the Presidency of the Republic, SEP, ANUIES, the Senate and the House of Representatives. He participated in the book "25 Years of University Autonomy" at the University of Guanajuato, 2014 and he wrote the Foreword of the book "University Autonomy, democracy and social responsibility," published by the University of Colima, 2014.
As a chancellor he has participated in 5 international missions and has been a speaker at over 30 international, national and regional events. Because of his management and work, he has received 10 awards and 3 distinctions among those are the ones granted by the AMERIAF 2015; the "Parliamentary Medal" of the Senate of the Russian Federation within the framework of XXII Parliamentary Forum Asia - Pacific 2014; the "Medal of the Ministry of the Mexico Navy" during the Second Mexican Hydrography Convention, 2014; and the awards of the Confederation of AEO in Latin America, Spain and the Caribbean, DF 2014, and the Municipal Government of Tonila, Jalisco, 2013.
