Ricardo Duarte Jaquez was born on June 18, 1956 in Hidalgo del Parral, Chihuahua. In 1974 he moved to Ciudad Juarez to study the Bachelor’s Degree in Public Administration at the School of Political and Social Sciences of the Universidad Autónoma de Chihuahua where he presented his thesis in 1980. Between 1974 and 1979 he combined professional training and employment, and from 1979 to 1983 he undertook his own footwear marketing business.
His career path within the Universidad Autónoma de Ciudad Juarez began in 1980 when he was hired as a course professor at the School of Administration. In March of 1981 he was promoted to full time professor; since then he has taught courses in finance, budget, administration, decisions theory, administrative auditing, and public sector administration. He was named Assistant Director of the Head Office of Administrative Services in 1982. In 1990 he was appointed Comptroller General, a position which he held until the year 2000 when he was called to the Medical Services Branch (2000 to 2006). From the year 2007 to 2008 he was simultaneously in charge of this area and the Acquisitions Branch, and in 2008 he was granted the position of Director General of Administrative Services.
After having continuously rendered his services to the university community for three decades and seven administrations, in October of 2012 he was elected President of the Universidad Autónoma de Ciudad Juarez.
During his rectory administration he has been a leader, actor, and support in increasingly complex, efficient, and transparent processes like the modernization of medical services to professors, the tender for procurement of goods and services, the building of infrastructure, the administration of special funds for institutional strengthening, the expansion of educational offerings and consolidation of quality, the careful accountability for special funds, the financial discipline of the university, the adoption of an administrative staff stimulus program, and the implementation of a new accounting system in accordance with the current state and federal standards.
His management capacity has been crystallized in support which allowed for the building and equipping of six buildings for the Multidisciplinary Divisions, four at the University Campus and two in Cuauhtemoc.
As Rector, Ricardo Duarte contributes with his experience, leadership, commitment, and determination to the entrepreneurship and consolidation of different projects which benefit the university community.
