The structure of the Consortium of Mexican Universities (CUMex) is designed to integrate the forum of quality higher education in Mexico into 3 big circles:
- Management forum (internal circle): embodied by CUMex’s Council of University Presidents, headed by a chairman, with 3 main objectives: to serve as the Consortium’s governing body, to make decisions and to manage the financing allocated to programmes and activities.
- The middle circle is comprised of two forums:

- Pragmatic forum: its objective is to coordinate, following a collegial approach, the design and implementation of CUMex’s courses of action. It also encourages the participation of institutional coordinators (CIP) through the Consortium’s Coordinating Department (which is activated by the dotted line); and
- Academic action forum: its objective is to maintain the autonomy of the expert committees (CE) and the thematic networks, but they collaborate in the programmes of the Consortium’s Coordinating Department. It is an autonomous and strictly academic forum.
- Outreach forum (external circle): this forum involves the participation of the advisory council comprised of external consultants, whose recommendations are put forward to the Council of University Presidents, when requested.
